It is a sarcastic expression from an old Odessa anekdot:

- Моня, возьми в шкафчике мыло и пойди помой шею. Дядя Яша может прийти сегодня в гости!
- А если он не придёт, то что, я буду сидеть, как поц с помытой шеей?!

I would need to think about this one. I don't think 'wise guy' or 'smart Alec' fits here, but those were the once that came to mind first.

BTW, it is not something dad came up with. It is well known Russian phrase, just like the one I posted above.

really...I've never heard anyone else use it. Live and learn I guess. It is kind of funny how zach says choo choo every time I use it :)
