It is a sarcastic expression from an old Odessa anekdot:

- Моня, возьми в шкафчике мыло и пойди помой шею. Дядя Яша может прийти сегодня в гости!
- А если он не придёт, то что, я буду сидеть, как поц с помытой шеей?!

really...I've never heard anyone else use it. Live and learn I guess. It is kind of funny how zach says choo choo every time I use it :)
